Normally if you browse the GAC folder in Windows Explorer you get a special UI. If you actually want access to the DLL file you can run the command (from Start menu):

    %windir%\assembly\GAC_MSIL

This will load Windows Explorer in a file viewing mode instead of the normal UI.
